In fact, Rowan and I have recently been discussing Behavior Driven Development. I think this goes hand in hand with what you are advocating. If you start with the required behaviour and then develop a component, class or widget to do what is actually required it is a good thing. Of course, if you fully subscribe to BDD, then you also come out the other side with a fully tested component, class or widget too. I fully agree with you here Chris.
